RE: Redelegation of Authority - Independent Consultants
Business and Finance Bulletin BUS-34 sets forth Chancellors' authority securing the services of independent consultants, I am redelegating that authority as follows:
The Vice Chancellor-Administrative and Business Services is delegated the responsibility for establishing procedures necessary to fulfill University and campus policies and procedures for securing services of independent consultants.
Vice Chancellors; the Associate Executive Vice Chancellor; the Associate Vice Chancellor-Administrative & Business Services; the Chief Executive Officer and Chief Operating Officer, UC Irvine Medical Center; Deans; and Assistant Deans shall act as Program Review Officials in approving the purpose and contents of independent consulting agreements, assuring that: (1) no service is rendered prior to the execution of the agreement; (2) no final payment is authorized until written evidence is received that terms of the agreement have been satisfied; (3) all requisite documents have been fully approved and received; (4) sole source justification is documented if the agreement exceeds $100,000 and competitive proposals have not been solicited; and (5) the signing individual has signed all agreements, including amendments as one of two executing officials.
The Director, Purchasing & Risk Services, the Purchasing Manager and the Risk Manager are delegated the authority to sign all agreements and amendments as Responsible Administrative Officials, ensuring that (1) the application is clear and explains fully the nature of the work; (2) the necessary insurance is provided as appropriate; (3) the dollar amount is appropriate to the work described; and (4) no conflict of interest is involved.
The above authority may not be redelegated and supersedes Chancellor Drake's delegation of authority on the same subject, IDA 528, dated December 5, 2011.
