RE: Delegation of Authority - Expenditure or Commitment of Funds Against Approved Research, Training, or Development Contract or Grant
The authority to permit expenditures against approved research, training, or development contract or grant was delegated to chancellors by Presidential Delegation of Authority DA 0666, April 14, 1980, as amended August 26, 1980. I am redelegating that authority to the vice chancellor–research, associate vice chancellor–research administration, executive director–sponsored projects administration, associate director–sponsored projects administration, assistant directors–sponsored projects administration, executive director–applied innovation, and director–industry sponsored research when a fully executed contract is in hand or a written notice of grant award has been received or, in the absence of such documentation, when:
- The contract or grant is within the solicitation authority delegated in IDA 596 or a redelegation under it;
- A firm commitment exists to reimburse the university for the amount of its own funds advanced; and
- There is an essential need to advance or commit funds (which normally means to pay salaries or meet other expenses of a continuing project.)
This authority may not be further redelegated and supersedes Chancellor Cicerone’s April 6, 2005 delegation of authority, IDA 375, on the same subject.
