A. Authority to Approve


This procedure details how the Policy on Naming University Properties, Academic and Non-Academic Programs and Facilities is implemented at UCI.

  1. The Chancellor may assign generic (functional) names to new buildings. In addition, the Chancellor has been delegated the authority to approve naming of streets and roads, portions of buildings, small outdoor areas and other minor properties, and single-campus programs (see DA 2002).
  2. The President retains authority for naming University land reserves, buildings, major centers of activities and other highly visible properties, and major or multi-campus programs or facilities.

B. Naming of Buildings


In general, building names should be:

  • Generic (functional); or
  • Consistent with UC policy; naming in honor of an individual shall be reserved for donors or individuals who have made exceptional achievements or contributions to the University; and
  • Descriptive - If the naming is in honor of an individual, the entire name of the individual is the only acceptable name for the building. A commonly used name may also be proposed. For example, Frederick Reines Hall is a building's official name. Reines Hall is the commonly used name which may be used on signage for the building and other written communication.

C. Naming of Programs


Proposals for naming of UCI organized research programs and centers that are operated within the Office of Research are submitted to the Vice Chancellor for Research, who will coordinate the consultation process and circulate the naming proposal for feedback from University Advancement, campus counsel, and, as relevant, UCI units or committees (such as the executive committee of the Academic Senate) and forward recommendations to the Chancellor for approval.

D. Naming Proposal for an Individual in Recognition of a Gift


The Vice Chancellor, University Advancement proposes gift levels for naming buildings or facilities for review by the internal review committee and approval by the Chancellor.

  1. University Advancement coordinates the review of a naming proposal with the head of the requesting unit and the Chancellor during the negotiation process for a gift, or as part of the development of a campaign plan.
  2. Any naming opportunity in recognition of a gift that is included in the gift agreement, is subject to approval by the:
    • Chancellor for minor facilities (streets and roads, portions of buildings, small outdoor areas and other minor properties, and single-campus programs); or
    • President for major facilities (University land reserves, buildings, major centers of activities and other highly visible properties, and major or multi-campus programs or facilities).

    Gift agreements for both minor and major facilities must be reviewed by campus counsel before being signed by the Chancellor. Gift agreements are retained by University Advancement in perpetuity. See Sec. 680-11 Procedures for Processing Acceptance of a Gift/Private Grant for further details concerning gift agreements.

    For gifts and namings that are outside the Chancellor’s authority under DA2002 and DA2588, a request will be made to the President for approval. See Obtaining Presidential Naming Approval below for further details.

E. Naming Proposal, No Gift Involved


For a naming proposal to assign a generic (functional) name or to name in honor of an individual when no gift is involved:

  1. The requesting unit submits a naming proposal to the Provost/Executive Vice Chancellor's office, with a copy to Chief Campus Counsel for review.
  2. The Provost/Executive Vice Chancellor coordinates the consultation process and circulates the naming proposal for feedback from University Advancement, campus counsel, and, as relevant, UCI units or committees (such as CPEC or the executive committee of the Academic Senate) to gain broad institutional input.
  3. A summary of feedback and recommendations will be presented to the Chancellor with the naming proposal for his review and approval. For namings requiring Presidential approval see Obtaining Presidential Naming Approval below for further details.

F. Obtaining Presidential Naming Approval


For namings requiring Presidential approval, a cover letter and properly formatted Item for Action are prepared by:

  • University Advancement (when in recognition of a gift); or
  • the requesting unit (when no gift is involved) and submitted to the Provost/Executive Vice Chancellor’s office.

Distribution copies noted on the cover letter will include University unit representatives as appropriate.

The Vice Chancellor, University Advancement (when in recognition of a gift) or Provost/Executive Vice Chancellor’s office (when no gift is involved) coordinates review by other UCI units and forwards the cover letter, Item for Action, and background materials to the Chancellor. After signature by the Chancellor, University Advancement or the Provost/EVC’s office (as applicable) forwards the recommendation to Institutional Advancement at the Office of the President for review by Office of General Counsel and approval by the President, and distributes copies as noted on the cover letter.

G. Responsibilities Following Approval of Naming Proposals


  1. When the Chancellor approves a naming proposal or approval of a naming proposal is received from the Office of the President, notification is sent to UCI unit representatives as appropriate.
  2. Upon notification of approval to name a building for an individual in recognition of a gift, proposed building letters or other signage to appropriately recognize the donor, consistent with campus standards, shall be submitted to Environmental Planning & Sustainability for design review prior to fabrication and installation.
