Overview


The state Fair Political Practices Commission (FPPC) requires the reporting of a public agency’s distribution of tickets (or admission) and passes to entertainment, amusement or recreational events to University of California (UC) employees and officials, elected officials and other Form 700 filers. The University of California Policy on Distribution of Tickets and Passes offers guidance on reporting requirements.

Under FPPC Regulation 18944.1, tickets distributed by to University officials or employees, elected officials and other Form 700 filers for UC amateur athletic games or other events (plays, concerts, etc.) performed by students are not considered “gifts” and do not need to be reported on FPPC forms.

The distribution of all tickets or passes by UC Irvine  to its employees or to a third-party must accomplish a “public purpose” of the University. Public purposes under the UC policy, but are not limited to, the following:

  1. Conducting University business, including oversight of University events;
  2. Recognizing University employees for their work an promoting staff morale;
  3. Strengthening alumni and private support for the University;
  4. Promoting intergovernmental relations and collaboration between the University and other public agencies;
  5. Promoting support for University athletics, arts, cultural, and entertainment offerings;
  6. Promoting attendance at University events in order to maximize potential University revenue from parking and concession sales;
  7. Promoting civic engagement;
  8. Attracting or rewarding volunteer service;
  9. Otherwise promoting institutional advancement.

Form 802

Form 802 is used by the University to disclose detailed information about the distribution of tickets and passes, including the name of the department or identity of the persons who receive the tickets or passes, as well as the “public purpose” of each ticket distributed. Form 802 is also used by the University to disclose information about ceremonial role events.

If your unit is eligible to and sometimes does give away free tickets to events that would not otherwise be given away free of charge to a member of the public, you need to be aware of the rules governing those gifts and associated reporting requirements. Your unit is required to fill out these forms for each applicable distribution of tickets.

Reportable ticket distributions must be posted on UC Irvine’s local Form 802 reporting website no later than 45 days after your unit distributes the reportable ticket. If you have a completed Form 802 to be posted, please send a pdf copy to the UC Irvine Conflict of Interest Coordinator for publication. It remains the responsibility of each individual unit who distributes reportable tickets to ensure the Form 802 is filled out and returned to the UC Irvine Conflict of Interest Coordinator within the 45-day time limit set forth by law.
