RE: Delegation of Authority - Student Discipline

The Chancellor's authority to impose discipline on students for violation of University policies or campus regulations, involving only nonacademic matters, as set forth in the Policies and Procedures Applying to Campus Activities, Organizations and Students (8/15/94), is redelegated as follows:

A. Vice Chancellor-Student Services

  1. Select members of the Student Discipline and Grievance Review Board from a standing pool, (Local implementation of 104.20)
  2. Review and implement, as appropriate, the recommendations of the Student Discipline and Grievance Review Board. (Local implementation of 104.20)
  3. Hear and decide an appeal on an emergency suspension. (Local implementation of 53.12)
  4. Seal a student's record because of administrative appeal of disciplinary sanction where the student is determined to have been improperly disciplined. (Local implementation of 104.60)

    The above authority may not be redelegated further.

  5. Review student appeals regarding disciplinary actions. (Local implementation of 104.20) This authority may be assigned to a designated representative for review and recommendation.

B. Dean of Students:

  1. Dismiss a student for misconduct. (Local implementation 105.06)
  2. Affirm or void an interim suspension (Local implementation of 105.08) or an emergency suspension. (Local implementation of 53.11)
  3. Review cases regarding incidents of UCI student misconduct that occur on another campus and take appropriate disciplinary action. (Local implementation of 104.30)

    This authority may not be redelegated further.

C. Designated representative of the Dean of Students:

  1. Informally hear cases of alleged misconduct and, as a result of the informal hearing(s), impose disciplinary action on a student, with the consent of the student, up to and including suspension. (Local implementation of 104.20)
  2. Suspend a student on an interim basis (Local implementation of 105.08) (Local implementation of 53.10)

    This authority may not be redelegated further.

D. Assistant Executive Vice Chancellor, University Ombudsman:

  • Suspend a student on an interim basis (Local implementation of 105.08) or emergency basis (Local implementation of 53.10) when responding to a crisis situation involving an instance of serious student misconduct. The same procedures should be followed as by a designated representative of the Dean of Students

    This authority may not be redelegated further.

I am retaining the authority to readmit a student after dismissal for misconduct

This delegation of authority supersedes those portions regarding student discipline in the August 6, 1985 delegation from Chancellor Peltason to Vice Chancellor-Student Affairs, all of Vice Chancellor-Student Affairs' October 15, 1987 assignment of authority to the Dean of Students, and October 27, 1987 assignment of authority to the University Ombudsman.
