RE: Redelegation of Authority to Negotiate and Execute Environmental, Health, and Safety Permits and Licenses

The authority granted to the Chancellor in Standing Order 100.6 of the Standing Orders of The Regents authorizes the Chancellor as the chief campus officer responsible for the organization and operation of the Irvine campus to negotiate and execute environmental, health and safety permits and licenses subject to any restrictions imposed by applicable laws and regulations governing signatories. This authority to permit applications required in connection with activities or services at the University of California, Irvine was delegated to me in IDA358, February 25, 2003.

I hereby redelegate to the Director - Environmental Health & Safety authority to negotiate and execute environmental health and safety permits and licenses, as well as general compliance certifications, subject to any restrictions imposed by applicable laws and regulations governing signatories, and to permit applications required in connection with activities or services at the University of California, Irvine. This same authority is delegated to the Director - Campus & Environmental Planning for permits and licenses specifically related to CEQA and environmental regulatory compliance.

All permits, licenses, and related agreements under this delegation must be executed in accordance with the applicable University policies and procedures governing the particular transaction, including, but not limited to, Business and Finance Bulletins, University policies, and relevant guidelines issued by the appropriate functional areas within the Office of the President.

Within the scope of this delegation, you are authorized to negotiate and execute such permits and licenses except those which contain provisions that require approval of The Regents because of a specific Regental Policy; or require approval by the President pursuant to existing Standing Orders or specific memoranda issued from time to time.

This delegation of authority supersedes my February 25, 2003 delegation of authority on the same subject (IDA 359) and may not be redelegated further.
